Persistent insecurity continues to exacerbate population displacement and food insecurity in Haiti

    • The commune of Cité Soleil, mainly affected by clashes between armed groups, significantly disrupting sources of income and food, is still facing Emergency (IPC Phase 4). The rest of the country remains in Crisis (IPC Phase 3) due to below-average incomes in a context of high food and non-food commodity prices, with pockets of households - including some displaced people - in Emergency (IPC Phase 4) in Croix-des-Bouquets, Bas de Delmas, Port-au-Prince, and the communes of Bas-Nord-Ouest (Bombardopolis, Baie de Henne, Mole Saint Nicolas).
    • In September, clashes in the Port-au-Prince metropolitan area (Cité Soleil, Bel-Air, Solino) continued, increasing the number of people displaced across the capital. According to IOM, between September 10 and 11, more than 2,300 people were forced to flee due to the new wave of armed violence in Cité Soleil and Bas Delmas. The displaced population has increased the pressure on hosting poor households and the number of sites in a context where the funds received are insufficient to meet the humanitarian needs. For those in the displaced persons sites in the Port-au-Prince metropolitan area, food accessibility conditions are precarious, worsening their food insecurity month after month, leading to Emergency (IPC Phase 4) for many of these households.
    • According to ACLED, the high level of violence observed in July, in terms of the number of violent events (battles, explosions, violence against civilians), continued into August, with even an increase of around 6% compared to July. According to PLSO, this trend was also observed in September and will likely persist into October. At the same time, access to the main national roads continues to be controlled by the gangs, who erect toll booths, hindering the normal flow of people and goods. Delays and logistical difficulties in deploying the Multinational Security Support Mission (MSS) are among the factors limiting the efforts of law enforcement agencies to contain and prevent cases of violence in the capital. Indeed, to date, the MSS has received less than 20% (426 out of 2,500) of its planned contingent, while its mandate is about to expire. Negotiations are underway to renew the MSS mandate or, as the United States proposed, replace it with a UN peacekeeping force.
    • Although rainfall is expected to be average, the fall agricultural season looks below average due to the anticipated lack of support for farmers, the insecurity that deprives some of them of their land, and the currently irregular spatio-temporal distribution of rainfall. Expected revenues from autumn agricultural activities are also likely to be below average for the country. According to OCHA, emergency agricultural activities are also underfunded. The FAO has launched an appeal to mobilize $48 million to support 608,000 people in emergency agricultural activities, concentrated in the departments of Grand'Anse, Artibonite, and Nippes. The FAO intends to distribute seeds and cuttings to 2,500 households in Grand'Anse and support 1,500 households in Artibonite. Grand'Anse will also be a priority for the fall season, with 2,500 households receiving small livestock, compared with 500 households in Nippes. In addition, 4,500 households in Grand'Anse and Nippes will benefit from market gardening kits between September and November. So, even in the departments where assistance is concentrated, coverage of needs remains very low.
