The FEWS NET Project is a USAID program implemented by Chemonics International globally. As part of project activities, FEWS NET requires GIS support to produce maps for publications and reports. The purpose of this RFQ is to solicit quotations for these items. Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ.  Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

GIS and data management are key components of FEWS NET’s work, given the range of data and information that FEWS NET relies on to conduct its analysis and produce maps for reports, briefings, and for the FEWS NET knowledge base. The project employs ESRI ArcGIS Desktop as its platform to produce maps.

FEWS NET seeks the services of a firm with advanced GIS expertise to support four (potential) main types of GIS work for the project:
1) Production of ad hoc, sporadic maps to support the different technical sectors of the project (Agroclimatology, Livelihoods, Markets and Trade, and Nutrition);

2) Creation of a livelihood zone map using spatial interpolation techniques;

3) Production of maps for an Enhanced Market Analysis (EMA) report; and

4) Ad hoc GIS technical guidance and support.
